Yes. Box 3 taxes presumed returns on your total wealth, including Monero, regardless of how you acquired it or whether you sold during the year.
Will the Belastingdienst see my Monero through DAC8?
DAC8 sees your exchange-side activity (the Bitcoin purchase that funded the swap, for example), not the off-exchange swap itself. But your Box 3 wealth declaration is supposed to include all your crypto, including Monero.
